Ahhh. Some places do in England, and some don't. Mine was just a local college, so nothing fancy, but if I'd wanted to go somewhere like Goldsmiths or St Martins then yeah, I would've had to have an all-singing, all dancing portfolio.

I think those sorts of requirements are for the better, because they force you to think outside of your comfort zone (unless your comfort zone is painting entirely in red ;) ). I wonder why they changed them?
